The Numbers Defining the Emirati Economy in 2026
The UAE’s real GDP grew by 3% in the first quarter of 2026, reaching AED 485 billion at constant prices. The most relevant figure is not the headline number, but its composition: non-oil GDP expanded by 4.8%, raising its contribution to 79.4% of the national economy, compared to 78% in 2025.
This marks a structural shift. The UAE no longer depends on oil to grow: the growth now comes from financial services, trade, technology, and tourism. In a single quarter, non-oil exports rose by 23.9% and reached AED 452.8 billion during the first half of 2026 — the fastest growth rate among all components of the country’s foreign trade.

The sectors that contributed most to growth in Q1 2026 were financial and insurance services (up 17.3%), construction (8.1%), healthcare (7.7%), and telecommunications (5.9%). Wholesale and retail trade, along with real estate activities, added further momentum.
This diversification is not accidental. It reflects a deliberate public policy articulated through two strategic frameworks that the UAE executes with discipline: the “We the UAE 2031” Vision at federal level, and the D33 Agenda at the level of the Emirate of Dubai.

The Strategic Framework: Vision 2031 and the D33 Agenda

We the UAE 2031 is the national vision that aims to double the country’s GDP in the coming decade, position the UAE among the world’s ten most competitive economies, and establish the country as a global hub for services, trade, and technology.
The D33 Agenda is the specific strategy of the Emirate of Dubai, presented in 2023 by Sheikh Mohammed bin Rashid Al Maktoum, with the goal of doubling Dubai’s economy by 2033 and positioning the city among the world’s top three urban economies.
